Our client, Charlottetown Area Development Corporation, is seeking an experienced Director of Finance. The CADC’s Director of Finance is a dynamic leader who promotes integrity and accountability and possesses exceptional business acumen. The permanent full-time position requires a candidate with financial technical expertise and experience who capably develops and executes the financial management strategies and service delivery standards expected of the management team, Board of Directors, and Chief Executive Officer.

The Director of Finance leads and is accountable for the financial operations and continuous improvement of financial performance of the organization. This complex role requires the successful candidate to function as a catalyst, steward, and strategist in support of effective and efficient financial management.

JOB DUTIES
A. Business Systems and Controls
1. Establish financial structure, processes, controls and reporting to ensure the CADC’s finances are managed according to organizational and provincial policies, procedures, and legislation
2. Create systems and procedures to coordinate finances of multiple projects
3. Manage financial risk by ensuring sound financial practices while exploring innovative opportunities for development and opportunities
4. Establish back-up procedures for financial data of CADC, including the coordination of outside assistance of technical providers
5. Build and foster professional partnerships to ensure financial and organizational goals are achieved
6. Provide strategic oversight of procurement and control management policies, procedures, and operations

B. Budgeting and Accountancy

  1. Prepare annual budget for CADC, including necessary working papers to support the budget information for major projects; this includes presenting draft budget to CADC Management for review and analysis, to the Finance Committee for approval, and to the Board of Directors for final approval
  2. Prepare and maintain amortization schedules for loan and mortgage receivables, as well as long term debt related to the various assets purchased and contracts assumed
  3. Direct and prepare financial data analysis relevant to the operation of CADC and subsidiary entities, as requested
  4. Direct and oversee the preparation and presentation of accurate and timely financial reports for Management Team, Board of Directors, CEO, and shareholders
  5. Prepare short- and long-term business plans that direct operational change to enhance efficiency, strengthen financial controls, reduce organizational costs, and achieve business outcomes

C. Financial Record Keeping

  1. Maintain the General Ledger accounts, including setting up of accounts and making necessary changes to account formats.
  2. Prepare monthly draft financial statements, year-end working papers, and provision of all information for the annual audit
  3. Prepare and maintain files related to Federal and Provincial Grants, and reconcile monies received for the respective projects
  4. Prepare monthly statements and yearly reconciliation to the revenue and expense account balances for all CADC Projects, Developments, Property Rentals and Parking Operations revenue
  5. Preparation of various and sundry invoices related to expense recoveries, sundry parking, management fees respective to various projects, time charges for staff, as required
  6. Preparation of quarterly GST remittances including reconciliation of General Ledger account to balance of remittance, preparation of monthly tax remittances consisting of taxes charged on miscellaneous invoices as well as self assessments on goods purchased
  7. Attendance at monthly Finance Committee and Board of Directors meetings and taking minutes while in attendance

JOB REQUIREMENTS (EDUCATION AND EXPERIENCE)

  • Professional accounting designation (i.e., CPA), issued by a Canadian Accounting Association
  • University degree in Accounting, Business or Finance
  • Considerable experience in progressively more senior finance and accounting roles directing a wide range of accountabilities, including experience in:
  • ACCPAC, ADP, General Ledger accounting
  • Payroll, bank reconciliation and web-banking procedures
  • Technical excellence in accounting, business finance planning and analysis, budgeting, and forecasting
  • Strong working knowledge of financial and operational reporting, analysis and modelling, ability to interpret financial information to provide sound strategic financial advice
